On February 25, 2026, the Ministry of Industry and Trade issued Official Letter No. 1148/BCT-TMĐT regarding the solicitation of comments on the Draft Dossier for the Decree detailing the implementation of selected provisions of the Law on E-Commerce. This is an important document expected to have significant and far-reaching impacts on e-commerce business activities in the coming period.
Pursuant to the direction of the Prime Minister under Decision No. 2835/QĐ-TTg dated January 31, 2025, promulgating the List and assigning drafting agencies for documents detailing the implementation of laws and resolutions adopted by the 15th National Assembly at its 10th Session, the Ministry of Industry and Trade has reviewed, researched, and developed the draft dossier for the Decree detailing a number of provisions of the Law on E-Commerce.
The draft dossier includes:

Draft Submission Report;

Draft Decree detailing selected provisions of the Law on E-Commerce;

Comparative and explanatory report on the draft contents;

Assessment report on administrative procedures, delegation of tasks and authority, and the application and promotion of science, technology, innovation, and digital transformation.
Pursuant to Article 27 of Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government (as amended and supplemented by Decree No. 187/2025/NĐ-CP), the Association respectfully forwards the full draft dossier to Enterprises for review, impact assessment, and comments to ensure feasibility and alignment with practical e-commerce operations.
Enterprises are kindly requested to submit their comments no later than March 4, 2026, for consolidation, finalization, and submission to the Ministry of Industry and Trade in accordance with regulations.
