
In 2025, e-commerce continued its robust growth, reaching a market scale of USD 38.5 billion with a growth rate of 21%. Although this represents the lowest growth rate in the past decade for a sector that stood at USD 4 billion in 2015, its size has multiplied 10-fold by 2025 and is projected to expand 25-fold by 2030.
However, alongside these positive milestones, this rapid expansion has exposed negative environmental impacts and a significant disparity among localities. Two years ago, the Vietnam E-commerce Association (VECOM) stated that Vietnam needed to take decisive action to transition e-commerce from a phase of rapid growth to one of sustainable development.
In 2025, the National Assembly passed the Law on E-commerce No. 122/2025/QH15, specifying that state policies must foster e-commerce development in alignment with national orientations and strategies for green and sustainable growth. Concurrently, the National E-commerce Development Master Plan for the 2026–2030 period, issued under Decision No. 1568/QD-BCT, outlined a development vision focused on sustainability. It aims to optimize the entire process—from production and business operations to consumer experience—through solutions that deliver positive impacts and strike a balance among economic development, social equity, and environmental protection. In this framework, businesses and consumers serve as the primary drivers of sustainable e-commerce development, while the State plays the role of managing, building infrastructure, and creating favorable conditions for its sustainability.
These two documents establish a solid legal and policy foundation for the development of e-commerce in our country over the next five years and beyond.
The Vietnam E-commerce Business Index Report 2026 was compiled based on surveys of thousands of businesses and individuals nationwide, as well as e-commerce-related data from various agencies and organizations. This edition also marks the first time the number of provinces and centrally-run cities evaluated was adjusted from 63 to 34.
The Vietnam E-commerce Business Index Report serves as a valuable resource for anyone interested in online business in particular and the digital economy in general, including enterprises, research and consulting units, as well as policy and law-making bodies. Notably, as numerous state management functions and duties regarding e-commerce have been decentralized to local levels, Departments of Industry and Trade and Departments of Science and Technology can utilize this index to propose specific activities. This will help improve each sub-index within the overall score, thereby contributing to the development of e-commerce and the digital economy locally.
