On the morning of July 16, 2026, the Vietnam E-commerce Association (VECOM) and the E-commerce and Digital Economy Agency under the Ministry of Industry and Trade organized a conference introducing the E-commerce Law and Decree No. 248/2026/ND-CP issued on June 30, 2026. The purpose of the conference was to disseminate, discuss, and elucidate the new provisions of the legal framework governing e-commerce during the official enforcement phase of the Law, as well as to establish a dialogue platform between state management agencies, industry associations, platform companies, online sellers, and relevant organizations.

Regarding the Vietnam E-commerce Association, the conference saw the attendance of Mr. Tran Trong Tuyen, Chairman of VECOM, and Dr. Bui Trung Kien, Vice Chairman of VECOM. On behalf of the Ministry of Industry and Trade, the event welcomed Dr. Le Hoang Oanh, Director General, and Mr. Hoang Ninh, Deputy Director General of the E-commerce and Digital Economy Agency. Representatives from academic institutions included Dr. Nguyen The Hung, Vice President of the Academy of Policy and Development.
In addition, the event brought together representatives from various ministries, municipal and provincial Departments of Industry and Trade, educational bodies, e-commerce platforms, payment and logistics solutions providers, online merchants, as well as press and news outlets.

Fulfilling the Legal Framework, Laying the Groundwork for Sustainable E-commerce Growth
The E-commerce Law, developed by the Ministry of Industry and Trade, comprises 7 chapters and 41 articles, regulating e-commerce development policies, obligations of market actors, cross-border e-commerce operations, e-commerce support services, and the use of technology in governance and enforcement. To detail the provisions of the Law, the Government promulgated Decree No. 248/2026/ND-CP dated June 30, 2026, stipulating specific implementation guidance.
The concurrent entry into force of the Law and the Decree on July 1, 2026, represents a crucial step toward perfecting the legal landscape in the context of rapid digital economy expansion, emerging online business modalities, and elevated regulatory requirements. This updated statutory framework aims to foster market transparency, enforce participant accountability, safeguard consumer interests, and generate momentum for business sustainability.
In her opening address, Ms. Le Hoang Oanh, Director General of the E-commerce and Digital Economy Agency, underscored that the E-commerce Law and Decree No. 248/2026/ND-CP have constructed a vital regulatory infrastructure for sustainable e-commerce advancement. The updated legal provisions center on seller management, oversight of innovative platform architectures like App-in-App configurations, social commerce features integrated with direct purchasing, and the ecosystem of e-commerce enablement services.

In the view of Dr. Le Hoang Oanh, the updated legal framework serves not only to elevate the efficacy and efficiency of public administration and mitigate non-compliance, but also to cultivate an enabling environment for innovation and the emergence of novel business modalities.
During the conference sessions, officials from the E-commerce and Digital Economy Agency outlined the primary provisions of the Law and Decree No. 248/2026/ND-CP. The regulatory focus centers on e-commerce platform governance, seller identity authentication, standardized practices for livestream commerce and affiliate marketing, strengthened data governance, as well as cross-border e-commerce oversight to foster a transparent, secure, and sustainably growing marketplace.
VECOM Outlines Orientations for E-Commerce Workforce Development
Speaking on behalf of the Vietnam E-commerce Association, Ms. Tran Phuong delivered a thematic address on e-commerce growth and human resource orientations, underscoring the critical importance of the tripartite collaboration model encompassing educational institutions, state agencies, and enterprises to enhance training quality and address market talent needs.

Furthermore, VECOM put forward numerous initiatives to assist enterprises, platform operations units, and business households in adhering to the new statutory requirements, improving data governance capacity, streamlining operational workflows, and reinforcing consumer rights protection.
In the discussion session moderated by Mr. Hoang Ninh, Deputy Director General of the E-commerce and Digital Economy Agency, participants concentrated on exchanging views regarding the implementation timeline of the new regulations, platform obligations, e-ID authentication mechanisms for sellers, regulatory oversight of livestreaming and affiliate marketing practices, as well as personal data security.

Delegates unanimously agreed that statutory compliance serves not merely as an obligatory mandate, but as a critical cornerstone enabling enterprises to improve managerial capacity, establish brand reputation, and bolster consumer confidence.
Signing Ceremony of Memorandum of Understanding on Educational Cooperation
One of the central highlights of the conference was the signing of a Memorandum of Understanding (MoU) regarding educational cooperation between the Vietnam E-commerce Association and the Academy of Policy and Development.
On behalf of both organizations, Dr. Bui Trung Kien, Vice Chairman of VECOM, and Dr. Nguyen The Hung, Vice President of the Academy of Policy and Development, executed the MoU, symbolizing a shared commitment to partner in capacity building and the cultivation of a high-quality workforce for e-commerce and the digital economy throughout the 2026–2030 phase.

Under this partnership agreement, the two organizations will enhance linkages between academic institutions and the commercial sector, promoting educational programs, research initiatives, practical training, and knowledge transfer to support the enforcement of the E-commerce Law and satisfy upcoming market demands.
The conference serves not only to facilitate the swift integration of the E-commerce Law and Decree No. 248/2026/ND-CP into practice, but also reinforces the steadfast commitment of the Vietnam E-commerce Association to partner with the Ministry of Industry and Trade, educational entities, and the corporate community in fostering a transparent, modern, and sustainable e-commerce ecosystem.
