On November 10, 2021, the Vietnam E-Commerce Association (VECOM) held the 4th National Congress of Delegates at three television bridge points: Hanoi - Da Nang - Ho Chi Minh City. This is also the first time VECOM has organized an online connection to three bridge points in accordance with the Government's COVID-19 guidelines. Attending the Congress were representatives of many state management agencies, delegates from members and guests from many organizations and units that are partners of the Association. In particular, ms. Re Viet Anh - Deputy Director of The Department of E-Commerce and Digital Economy - Ministry of Industry and Trade, Mr. Ta Tan - Deputy Director of The Department of NGO Organization, and Ms. Le Viet Nga - Deputy Director of The Department of Domestic Markets - Ministry of Industry and Trade.
The congress was held in the context of e-commerce is developing strongly to support the operation of businesses in the face of the epidemic. According to the Report on The Third Term Activities review in the period of 2016-2021, the Association has implemented many activities related to consulting, policy and legal criticism, disseminating propaganda on e-commerce. At the same time, the Association has presided over or coordinated the implementation of a number of key programs, generating the attention of a large number of members and the business community such as e-commerce index (EBI), Sustainable e-commerce development program in the period of 2019-2025, Vietnam E-Commerce Panorama Forum, Online marketing forum... and many activities related to delivery and fulfillment services, payment, online travel, mobile commerce, personal information protection...
According to the results of the election at the Congress, Mr. Nguyen Ngoc Dung officially became chairman of the Vietnam E-commerce Association for the fourth term in the period of 2021-2025. And the Congress also elected 24 members of the Executive Committee for the fourth term including typical faces in the fields of e-commerce infrastructure, payments, delivery, marketing, training and communications...

In the direction of operation of the fourth term in the period of 2021 - 2025, Mr. Nguyen Ngoc Dung – Chairman of VECOM for the fourth term emphasized: "The rapid development of e-commerce requires the continued addition and improvement of the legal framework to support online business activities, facilitate businesses while protecting consumers. The Association should actively monitor and have activities to advise, criticism policies and laws related to e-commerce on mobile platforms, business on social networks, e-commerce associated with AI, Blockchain, cryptocurrencies, online advertising, protection of personal information, issues related to consumer protection and healthy competition, taxation, dispute resolution. During this period e-commerce is considered the optimal solution for the economy and businesses when they are heavily affected by the impact of the COVID-19 pandemic globally as well as domestically."
The orientation also highlights the great significance of annual activities such as the Vietnam E-Commerce Panorama Forum, the Online Marketing Forum, the Vietnam E-Commerce Index, the Sustainable E-commerce Development Program, and training activities for e-commerce. The development, care of members and cooperation with partners are also focused.
Vietnam E-Commerce Association was established on June 25, 2007. The first Plenary Congress for the 2007-2011 term was held on July 24, 2007 with the participation of more than 200 founding members, representatives of various state management agencies, organizations and individuals. The second National Congress of Deputies took place on May 26, 2011. The third National Congress of Deputies took place on April 15, 2016.
