VECOM Presents and Contributes at the Consultation Workshop on the Draft E-Commerce Law

In alignment with the series of consultation activities aimed at improving the Draft E-Commerce Law, on July 28, 2025, in Ho Chi Minh City, the Vietnam E-Commerce Association (VECOM) continued its active participation by attending the consultation workshop jointly organized by the National Assembly’s Economic and Financial Committee and the Ministry of Industry and Trade.

At this workshop, VECOM participated not only as a representative of the e-commerce business community, but also delivered a presentation and contributed practical, expert insights to the content of the Draft Law.

At the workshop, Mr. Trần Trọng Tuyến – Vice Chairman of VECOM – delivered a presentation titled: “Enterprises Providing E-Commerce Supporting Services: Operational Status & Development, Legal Framework, and Recommendations for the Draft E-Commerce Law.” In his presentation, VECOM emphasized the growing importance of enterprises offering supporting services for e-commerce – a sector that does not directly connect buyers and sellers, yet plays a vital role as the “soft infrastructure,” providing technological tools that enable hundreds of thousands of sellers to effectively launch and manage their online business operations.

However, from a practical perspective, VECOM also pointed out several shortcomings in the current legal framework for this group of enterprises, such as the lack of clear classification criteria, undifferentiated legal obligations regardless of business scale or level of transaction involvement, and the limited coherence between related legal documents. These limitations are creating barriers to both legal compliance and the sustainable development of these supporting service providers.

Overview of the workshop

Based on these insights, VECOM proposed further improvements to the Draft E-Commerce Law and expressed its hope that the candid, practical contributions from the business community — including those from VECOM — would be thoroughly considered. This would help ensure the Draft Law is finalized in a transparent and coherent manner, aligned with market realities, thereby laying a solid legal foundation for the sustainable development of e-commerce in Vietnam.
