According to Vietnam E-Business Report 2025 , the scale of Vietnam’s e-commerce market in 2024 reached USD 32 billion, with a growth rate of 27%. Of this, online retail sales amounted to USD 22.5 billion, marking a 30% increase compared to the previous year. The e-commerce market continues to be an attractive destination for many foreign investors, enabling Vietnamese consumers to easily access a wide variety of domestic and international products. Vietnamese small and medium-sized enterprises (SMEs) have effectively leveraged modern digital platforms to expand their product distribution channels and grow their businesses.
With the goal of institutionalizing the Party's guidelines and the State's policies on improving the legal framework for e-commerce, the Ministry of Industry and Trade is working to address existing difficulties, obstacles, and shortcomings in the implementation of legal documents related to e-commerce in recent years. This effort also aims to align with the transformative trends of the digital era, which have significantly reshaped various sectors of the economy, including e-commerce.To this end, the Ministry of Industry and Trade has drafted the Law on E-Commerce and published the draft on its official website on June 23, 2025, to collect feedback from relevant agencies, organizations, and individuals.

From the end of 2024 to June 2025, VECOM and several of its member enterprises have actively contributed feedback on multiple drafts of the Law on E-Commerce (hereinafter referred to as “the Draft”) through various channels and formats. Notably, at the Consultation Conference on the Draft Law on E-Commerce organized by the Ministry of Industry and Trade on the afternoon of June 30, 2025, representatives of the Association's leadership participated and offered key recommendations on several major areas: i) Cross-border e-commerce activities;ii) Green and sustainable e-commerce development;iii) E-commerce human resource development. In addition, the Association also provided further comments on specific provisions of the Draft based on the consolidated feedback from its member businesses.
