SUSTAINABLE E-COMMERCE DEVELOPMENT
In recent years, the e-commerce in Vietnam has achieved the high pace and the scale of online trading almost reaches the goal of 10 billion USD. However, online shopping is relatively popular in Hanoi and Ho Chi Minh City. The potential of online shopping would be increased if we set up the coherent policies and closely connect with community business providing services and solutions for business online.
To dig in this potential, VECOM suggested sustainable e-commerce development in the period from 2019 – 2025. This program proposes two radical solutions. The first one is strengthening the belief of consumers, pushing trading online in the municipalities and provincial cities. The second one is supporting SME, household business, cooperatives, craft villages in the local where the online commodities are traded.
In two year from 2019 – 2020, VECOM will prioritize the implementation of the second solution through raising the member forces, creating a business ecosystem to support SME as well as the household business in some sectors of industry with the aim of helping the local people access and widen trading online.
A.Status
E-Business Index Report for many years shows that most of the e-commerce activities have taken place in two economic centers, Hanoi and Ho Chi Minh City and some dynamic neighboring provincessuch as Bac Ninh, Vinh Phuc, Dong Nai, Binh Duong and centrally-run cities which are Hai Phong, Da Nang and Can Tho. Online business activities in most other provinces are still weak with the risk of falling behind compared to the two leading cities.
Online business transactions are estimated accounting for 70% in Hanoi and Ho Chi Minh City meanwhile the scope of e-commerce in localities, especially in rural and remote areas is quite small.
VECOM suggests that it is necessary to narrow the digital gap between Hanoi and Ho Chi Minh City compared to other localities if want to develop e-commerce quickly and sustainably. The state management agencies, as well as occupational social organizations need to have synchronous policies and solutions to turn e-commerce opportunities into reality in every locality, enterprise, and people. Parallel to improving trust for consumers, the key factor is actively to carry out activities with aims of supporting small and medium enterprises as well as business households in rural area, town to sell and provide services in an online environment.
On that basis, VECOM proposed agencies and organizations to jointly build and implement the Program "Sustainable e-commerce development in the period of 2019 - 2025". The objective of the program is that by 2025 e-commerce proportion of 61 provinces and centrally-run cities (collectively referred to as provinces) will reach 50% while maintaining the average annual growth rate of Hanoi and Ho Chi Minh City is at a high level of over 25%.
B. Phase, objective and Solution
I. Phase
- The program will last 7 years from 2019 to 2025.
- The first phase is within 2 years from 2019-2020
- The second phase is within 2 years from 2019-2020
II. Objective
1. Objective by 2025
i) Hanoi and HCMC. Ho Chi Minh City accounts for 50% of e-commerce transactions, the average annual growth rate is over 25%;
ii) The remaining 61 localities account for 50%;
iii) 30% of communes nationwide have at least 5 units (enterprises, households, individuals) selling goods or providing online services.
2. Objective by 2020
i) Support enterprises, cooperatives, business households or individuals in 20 towns/ communes in 5-7 provinces to sell domestically and/or export effectively.
ii) Support at least 10 products that use a lot of rural labor, local materials interested by domestic consumers in 2020
