The Seminar on Contributing Feedback to the Draft E-Commerce Law, Organized by VECOM on the Morning of June 28, 2025, Attracted Strong Interest and Active Participation from the E-Commerce Business Community.
Mr. Trần Trọng Tuyến, Vice President of the Vietnam E-commerce Association (VECOM), delivered the opening remarks of the program.
Mr. Trần Văn Trọng, Secretary General of VECOM and a member of the Drafting Committee, gave an overview of the Draft E-Commerce Law and the drafting process. He shared:
"Since 2024, the Vietnam E-commerce Association has held numerous meetings and provided feedback on major proposals for the E-Commerce Law. On April 9, 2025, the Ministry of Industry and Trade held a policy consultation conference regarding the legislative proposal for the E-Commerce Law and convened the first meeting of the Drafting Committee to review the draft prepared by the Technical Working Group. Coming up, on June 30, 2025, the Ministry will organize a conference to collect public feedback on the Draft E-Commerce Law and invite organizations and individuals in the e-commerce sector to participate in finalizing the draft."
Mr. Trần Văn Trọng, Secretary General of the Vietnam E-commerce Association (VECOM), delivered a speech at the seminar.
In his remarks, Mr. Trọng emphasized that the purpose of enacting the E-Commerce Law is to improve policies and regulations in a way that encourages innovation in both formulation and implementation. The law aims to ensure stability, consistency, transparency, and feasibility; protect the legitimate rights and interests of consumers; foster healthy competition and promote innovation among enterprises; support and encourage the activities of social organizations; and enhance the effectiveness and efficiency of state management in e-commerce. Ultimately, the law is expected to create favorable conditions for the sustainable development of e-commerce, serving as a driving force for the growth of the digital economy.
During the four-hour working session, the discussion panel received a wide range of valuable contributions from leading e-commerce enterprises such as Shopee, Lazada, Grab, Sapo, Haravan, Metric, among others. Notably, the session also featured important feedback from lecturers at universities specializing in e-commerce — a key force in training and developing high-quality human resources for the industry.
The following topics were actively discussed:
- Responsibilities of e-commerce platform operators
- Cross-border e-commerce activities
- Human resource development for the e-commerce sector
- Supporting services for e-commerce operations
- E-commerce data infrastructure
Participants actively contributed their insights and recommendations.
The organizers publicly released a summary of the feedback gathered from businesses attending today’s seminar. VECOM will continue to receive, compile, and select additional comments from all stakeholders until the end of June 29, 2025, via the email address: office@vecom.vn.
Following this, the Association will represent the business community in presenting the consolidated feedback at the Conference on the Draft E-Commerce Law, organized by the Ministry of Industry and Trade on June 30, 2025.
