VOIEF 2025: Cross-Border E-commerce Development & Vietnam’s Online Export Growth

On December 18, 2025, in Hanoi, the Vietnam Online Import–Export Forum 2025 (VOIEF 2025), jointly organized by the Vietnam E-commerce Association (VECOM), the Department of E-commerce and Digital Economy under the Ministry of Industry and Trade, and the VITV Business & Finance Television Channel, was successfully held, attracting the participation of more than 300 delegates representing regulatory authorities, experts, and the business community.

VOIEF 2025 continued to affirm its role as a specialized forum that connects policy, practice, and solutions, aiming to promote cross-border e-commerce and position e-commerce as a new growth driver for Vietnam’s exports in the coming period.

VOIEF 2025 – A Key Forum on Cross-Border E-commerce in Vietnam

Amid rapid globalization and digital transformation, cross-border e-commerce is increasingly playing a vital role in Vietnamese enterprises’ strategies to expand markets and enhance competitiveness.

VOIEF 2025 was organized with the aim of creating a multi-dimensional dialogue platform between state management agencies and the business sector, thereby clarifying policy orientations, improving the legal framework, and updating solutions to promote cross-border e-commerce in an effective and sustainable manner.

Cross-Border E-commerce: A New Driving Force for Online Exports

At VOIEF 2025, speakers and delegates unanimously agreed that cross-border e-commerce is not merely a new sales channel, but has become a crucial component of the national export development strategy.

Through e-commerce, Vietnamese enterprises—especially small and medium-sized enterprises (SMEs)—can directly reach global consumers, optimize operating costs, shorten intermediary chains, and enhance brand value in international markets.

Session 1: Policies and Legal Framework for Cross-Border E-commerce, 2026–2030

The first session of the Forum focused on foundational issues, including the national import–export strategy and the legal framework for cross-border e-commerce in the new development phase.

Strategic Orientation for Import–Export Development and the E-commerce Legal Framework

Mr. Tran Thanh Hai, Deputy Director General of the Import–Export Department (Ministry of Industry and Trade), shared insights into Vietnam’s import–export development strategy and its direct impacts on cross-border e-commerce activities. His presentation helped businesses gain a clearer understanding of market trends, potential regions, and the role of online exports in the 2026–2030 period.

Following this, Ms. Nguyen Thuy Anh, a representative of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), analyzed the core provisions of the E-commerce Law and their impacts on cross-border e-commerce activities. Changes related to legal obligations, compliance requirements, and risk management were clarified, enabling businesses to proactively adapt to the new regulatory environment.

The roundtable discussion, moderated by Ms. Bui Thi Phuong Chi (VITV), fostered an open and candid exchange between representatives of regulatory authorities and businesses, focusing on narrowing the gap between policy and practical implementation.

Session 2: Solutions to Promote Cross-Border E-commerce for Businesses

While Session 1 laid the policy foundation, Session 2 delivered practical solutions, focusing on how enterprises can effectively implement cross-border e-commerce in their business operations.

Platforms, Data, Payments, and International Standards

Speakers from OSB Group, Shopee, PingPong, and Sedex shared real-world implementation experiences related to technology platforms, data utilization, international payments, multi-channel financial management, and ethical standards within global supply chains.

These insights helped businesses better understand how to optimize cross-border e-commerce operations, reduce costs, enhance credibility, and meet the requirements of major export markets.

The panel discussion, moderated by Mr. Do Huu Hung (CEO of AccessTrade), provided practical perspectives, sharing implementation lessons and business models that Vietnamese enterprises can readily apply.

VOIEF 2025 – Connecting the E-commerce and Export Ecosystem

In addition to in-depth discussion sessions, VOIEF 2025 also served as a networking platform connecting manufacturing and exporting enterprises, logistics service providers, e-commerce platforms, and supporting organizations.

Direct interaction among stakeholders within the ecosystem contributed to promoting cooperation and fostering new initiatives aimed at developing cross-border e-commerce in a comprehensive manner.

The Role of VOIEF in the Development of Vietnam’s E-commerce Sector

Through VOIEF 2025, the Vietnam E-commerce Association (VECOM) continued to affirm its role as a bridge between regulatory authorities and the business community in building a favorable environment for e-commerce and cross-border e-commerce.

The Forum not only provided up-to-date information but also helped shape strategic thinking, supporting Vietnamese enterprises in confidently participating more deeply in the global e-commerce value chain in the coming period.
