The 6th Executive Committee Meeting of VECOM – Term IV took place on January 16, 2026, in Da Nang. This annual event was organized in a formal and meaningful manner, with the participation of Executive Committee Members of Term IV, the High-Level Advisory Council on E-commerce, the Network of E-commerce Training Institutions, as well as a number of VECOM members and long-standing partners.
At the Meeting, VECOM reviewed and evaluated the achievements accomplished in 2025 and approved the Work Plan for 2026. The Plan was developed based on the Action Orientation adopted at the 4th National Congress of the Vietnam E-commerce Association, the implementation results for the 2021–2025 period, the National Master Plan on E-commerce Development for 2026–2030, the practical developments of e-commerce in 2025, and emerging trends for the 2026–2030 period.

I. Policy Consultation and Legal Review on E-commerce
Policy consultation and legal review on e-commerce will continue to be a core mission of the Association in 2026, contributing to the development of a favorable macro-environment for the sustainable growth of e-commerce in Vietnam.
In 2025, VECOM actively monitored and provided feedback on the National Master Plan on E-commerce Development for 2026–2030 approved by the Ministry of Industry and Trade. At the same time, VECOM coordinated with state management agencies and members to contribute comments on the draft Law on E-commerce, focusing on key issues such as narrowing the development gap in e-commerce among localities, developing high-quality human resources, and promoting green e-commerce.
Building on these efforts, in 2026 VECOM will continue to prioritize participation in consulting and reviewing policies, draft laws, decrees, and legal documents related to e-commerce, the digital economy, and personal data protection. The Association will also maintain close coordination with ministries and agencies such as the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Planning and Investment, and the Ministry of Public Security to ensure that policies are practical and create strong momentum for e-commerce development during the 2026–2030 period.
II. Key Areas of Operation
1. “Sustainable E-commerce Development” Program
In 2026, VECOM will continue to implement the “Sustainable E-commerce Development” Program as a cross-cutting strategic orientation to ensure that Vietnam’s e-commerce maintains high growth while achieving balance, sustainability, and social responsibility. The Program focuses on three core pillars: narrowing the development gap among localities; developing high-quality human resources; and promoting environmentally responsible e-commerce in line with the National Master Plan on E-commerce Development for 2026–2030.
1.1. Narrowing the E-commerce Development Gap Among Localities
In 2026, VECOM will continue to coordinate with Departments of Industry and Trade, members, and related organizations to promote e-commerce activities in localities beyond the two major economic centers, Hanoi and Ho Chi Minh City. Priority will be given to training, capacity-building, advisory, and networking programs to enhance the application of e-commerce for enterprises, cooperatives, and household businesses in localities.
In addition, the Association will contribute policy recommendations on regional linkages in e-commerce development, supporting the goal of narrowing the digital gap among localities in line with the National Master Plan for 2026–2030.
1.2. Development of High-Quality E-commerce Human Resources
Human resource development remains one of the Association’s top priorities in 2026. VECOM will focus on supporting higher education institutions in offering e-commerce majors, specializations, and modules, while strengthening collaboration between academia and businesses to enhance the practical relevance of training programs.
The Association will continue to maintain and expand annual programs such as the Digital Business Contest, the Unitour series, faculty training programs, and specialized workshops on e-commerce education. At the same time, VECOM will develop specific and effective operational plans for its affiliated units in the field of training, such as the Network of E-commerce Training Institutions (VECOMNET) and student linkage models, thereby contributing to the formation of a workforce capable of meeting the demands of the digital economy.
1.3. Promoting Environmentally Responsible E-commerce
In 2026, VECOM will continue promoting activities aimed at raising awareness and responsibility among e-commerce enterprises regarding environmental protection. The Association will strengthen communication efforts on green e-commerce models, sustainable business practices, and corporate social responsibility.
VECOM will also continue to cooperate with domestic and international organizations to encourage enterprises to minimize negative environmental impacts in their e-commerce operations and adopt environmentally friendly solutions, aiming toward long-term sustainable development.
2. Cross-border E-commerce and Online Export
Online export will remain a key growth driver in 2026. VECOM and the Vietnam E-commerce Export Support Alliance (VESA) will continue to collaborate with state management agencies, businesses, and digital platforms to support Vietnamese enterprises in digital transformation and the application of e-commerce in export activities.
Priority will be given to training, advisory services, market linkage programs, and experience-sharing initiatives to help small and medium-sized enterprises effectively participate in global online export value chains, thereby expanding markets and enhancing the competitiveness of Vietnamese products.
3. Education Technology (EdTech)
In the context of rapid digital transformation, the EdTech sector continues to play an important role in developing human resources for e-commerce and the digital economy. In 2026, VECOM will increase its engagement and activities in the EdTech sector.
The Association aims to invite EdTech enterprises to join the Association and actively participate in consulting and reviewing policies and regulations related to online education. In addition, VECOM will organize or co-organize specialized seminars and forums to connect educational institutions, EdTech enterprises, and relevant stakeholders, contributing to the healthy development of the sector.
4. Online Dispute Resolution
Along with the rapid growth of e-commerce, disputes arising in the online environment are increasing. In 2026, VECOM will continue to cooperate with relevant agencies and organizations to research, propose, and gradually implement mechanisms and tools to support online dispute resolution in a simple, effective, and e-commerce-appropriate manner.
These activities aim to protect the legitimate rights and interests of businesses and consumers, while enhancing trust in Vietnam’s e-commerce market.
5. Personal Data Protection
Personal data protection remains a critical issue in building trust in online transactions. In 2026, VECOM will coordinate with state management agencies, member enterprises, and related organizations to conduct communication, dissemination, and awareness-raising activities on personal data protection in e-commerce.
The Association will participate in policy consultation and legal review, while supporting enterprises in complying with personal data protection regulations and avoiding overlapping legal requirements, thereby contributing to the safe and sustainable development of e-commerce.
